Three billion for a man who never did anything on purpose
It's the best joke in the whole line, and it's canon: Buggy sports a 3,189,000,000 berry bounty despite never having won an important fight in his life. The world promoted him to Emperor through a series of misunderstandings.
The illustration is consistent: red nose, oversized mouth, striped hat, loud colors. Hung next to Whitebeard or Kaido, it becomes downright funny—and that's the best use for it.

It is the one printed on the illustration. It corresponds to his status as Emperor, obtained under circumstances that readers of the series know well.
Is the frame included?
No, and that is intentional: no mat, no
stretcher, no frame. The canvas travels flat or rolled, with no risk of broken glass, and the price
remains that of the poster alone. It's up to you to choose your frame—or pin it up as is.
Which format to choose?
The 13 × 18 cm slips above a desk or into a
gallery of small posters. The 50 × 70 cm is the "one poster, one wall" format. Between the two, the
30 × 40 cm is the one most often chosen when in doubt.
