This one features a younger Luffy: straw hat on his head, blue sky behind him, ear-to-ear grin, and a bounty of 400 million — the amount after Dressrosa, when the world just started to take him seriously.
It is the most colorful version of the lot, and the only one where you can see the hat. For many readers, this is the Luffy: the one from before the transformations, the one who travels the Grand Line laughing. It looks great next to a more recent poster, showing how far he has come.

Why such a low bounty?
Because the poster is from a different point in the story. Wanted posters are reissued after every feat: 400 million after Dressrosa, 1.5 billion after Whole Cake, 3 billion after Wano.
Is the frame included?
No, and that is intentional: no mat, no stretcher, no framing. The canvas travels flat or rolled, with no risk of broken glass, and the price remains that of the poster alone. It is up to you to choose your frame — or to pin it up as is.
