All the fighters from an inter-universe tournament
The fresco brings together the most striking elements produced by the Tournament of Power: Jiren in the center, arms crossed, Hit with his purple forelock, Beerus and Champa overlooking with their angels, and about twenty fighters from the other universes.
The black background, streaked with speed lines, pulls everything towards the center, and Goku, at the bottom, appears tiny compared to the mass. This is the very principle of the arc rendered in one image: a lone warrior against the scale of a multiverse.
