The story behind the figurine

On Amazon Lily, no man sets foot. The island is populated by the Kuja, a tribe of warriors whose name is written with the character for "nine" and that of the serpent: the Nine Snakes. Their ship displays this number prominently on its sail, and two sea serpents at its bow.

At their head is Boa Hancock, the Pirate Empress, capable of petrifying anyone who looks at her the wrong way. This is the ship that led Luffy to Marineford to try and save Ace — the only man Amazon Lily has ever transported without turning him into a statue.
